Dear David:

	Enclosed is copy of my draft letter to Kirkland.  I am not
very well satisfied with it, but if it is to be sent, it should
probably be done soon.  I await your suggestions - either on paper
or by phone.

	I would suggest that the next conference, if any,
focus more on issues of new technology and labor.  This will
reduce the tendency for mutual back patting and bemoaning the
Reagan administration.

	Probably questions of safety and health are the most
important, but unfortunately they are already heavily politicized
and used as weapons in power struggles.  This can't be avoided
completely, but it is worthwhile to think how the amount of genuine
help can be given.  Rosalind Yalow has about the best understanding
of what is relevant that I heard.
